Re: Pipeline Logistics Custody Module — 30-Day Public Comment
Pursuant to Article VII § 4 of the Sovereign Petroleum Accord, the Office of the Registrar hereby provides notice of proposed rulemaking for the introduction of the Pipeline Logistics Custody Module (PLCM) to the MEOR Protocol. The public is invited to submit signed comments to the Registrar's queue within thirty (30) days of this notice.
Adoption of the Pipeline Logistics Custody Module, providing a tamper-evident registry for pipeline routes, flow rates, storage capacities, and delivery attestations. Implementation contemplated in two phases over the second and third quarters of 2026.
This notice is issued under the authority granted to the Registrar by the Board of Stewards in Filing MEOR-2026-0042 and is consistent with the protocol's standing obligation to safeguard the integrity of energy supply disclosure.
Interested parties may submit signed attestations referencing this notice via any quorum-eligible validator. Comments will be aggregated, deduplicated, and published to the public ledger no later than seven (7) days following the close of the comment period.
Proprietary extraction data must not be included. Submitters seeking to incorporate such material by reference must deposit it under the protocol's privacy-preserving disclosure schema (PPDS-1) and reference only the resulting commitment.
Should the proposed rule be adopted following the close of comment, the effective date shall be no earlier than the first day of the third quarter of 2026, contingent upon ratification by the Board of Stewards.
